Success against PE at Croyde Bay

I helped someone over on the Sandhill's parking forum and they have just reported that they won at PoPLA after sixteen weeks.
Non PoFA compliant NTK - didn't specify relevant land, (just said P & D car park, Croyde Bay. I believe there is more than one).
PDT machines not working, (and hadn't been for over a month).
No 'phone signal.
Inadequate signage (still had the prohibited premium rate 'phone charges displayed).
