Following consultations held by Ofcom way back in 2023, the Phone-paid Services Authority (PSA), the regulator for content, goods and services bought through your phone and charged to your phone bill or phone credit, no longer exists.
On 31 January 2025, Ofcom formally withdrew it's approval for the 15th edition of the PSA Code of Practice ("Code 15") which previously regulated Controlled Premium Rate Services (CPRS).
As of 1 February 2025, the regulation of Controlled Premium Rate Services (CPRS) has been taken back in-house by Ofcom and this is now covered by an updated version of the Premium Rate Services Condition and the all-new Regulation of Premium Rate Services Order 2024, both published in advance a few months ago.
The new Ofcom Order roughly replicates the various provisions of the old PSA Code 15 with some minor changes here and there.
The changeover was delayed by about four months by the calling of an earlier than expected General Election in the spring of 2024. Regulations that were planned to be laid before Parliament in June 2024 were pushed back to October 2024, thus also delaying the planned implementation date by around four months.
A number of PSA staff have been embedded within Ofcom for many months in preparation for the changeover.
