Buying a collection in person item

I'm tempted to bid (about £90) on a child's bike, marked as collection in person. The photo is not that detailed and the description just says 'used'.
If I won the item, would I have to pay for it before going to see it?
I assume it would be functional, but if it was rusty, scratched etc, would I be able to reject it, and reclaim my money if I had already paid?

You could ask the seller for more photos and close ups.0

If this is an ebay purchase then yes payment needs to be made in advance, before collecting. Once paid you will get issued a 6 digit code, by paying this way you are still covered by the ebay money back gaurantee. When you goto collect if and only when you are happy with the product give the seller the 6 digit code. IF you are not happy and the item is not as described then do not take the item away but use the eBay MBG. This link will help you.
