Thomas exchange in Oxford Circus will accept small amounts of old sterling notes if you are using them to pay for travel money, for no extra charge.Or if you are swapping straight into sterling there is usually a small commission fee.0

Just pay them into your bank account using your debit card at the the Post Office or your own bank.

Includes the history of banknotes with many examples, including no doubt those you should have exchanged years ago.
Also just bear in mind your mileage may vary with the post office deposits with old notes. I went to pay in some old notes once as it was a few mins walk away from where I lived, it was refused as the person behind the counter saw they were old notes.
I've never had trouble paying in such items at a bank branch of any of the large banks, accepted happily without quibble.
Since the post office is franchised the level of service and knowledge will vary with the staff on duty. I've been to some completely awful ones where they didn't know what to do or they were shut when the post office website said they were open. And been to others where the staff have been efficient and been in and out quickly.1
