landlord checks

I was placed on a rent deposit scheme back in 2016 through the council, I have got repairs that need doing in the property, the landlord isn't interested so I have gone to environmental health which they have been out to assess the repairs and serve a notice to who ever is on the land registry. Which is actually not my landlord?? Should have the council done there checks before placing me in the property? 
any advice is so much appreciated

     is your landlord a relative of the person on the land register or an agency?

    ex partner I think. But I'm paying her rent and the mortgage isn't being paid

     Thats worrying as the house may be repossessed. Wont effect you immediately because the bank then becomes your landlord and still has to follow procedure to get you to leave.
