    You would need a structural engineer to check if the foundations were adequate for a second storey, I think the odds would be against as it is obviously added cost  to build deeper foundations, so unless the person who originally commissioned the work had an eye on building a second storey themselves what would be the point of added expense.

    If the extension was signed off by building control (which is nothing to do with planning permission) then there would have been some kind of work specification, including foundations, but as we are going back to the mid 80s they may no longer exist.
