Can I make my Compaq 311c - 1101A Notebook useful in todays world?

    I have a similar specced netbook with the same CPU.  Would I spend a penny on it now? Absolutely not.
    I should say that I upgraded the RAM to 2GB a year after I bought it.  A couple of years later, I stuck a small, second hand SSD.  While the SSD made the biggest difference, there is no arguing that the RAM upgrade definitely helped too, especially when browsing the internet and you've got, for example, Word loaded in the background too.
    But because it's a small netbook, it gets used once or twice a year for very lightweight tasks.  As a result, I use a slimmed down version of Windows 10, customised by myself, so I know I know it's safe to use.  This doesn't make the netbook perform as a laptop of a similar age, but it certainly helps.
    If you can get the RAM and SSD as cheap as chips, I would say go for it and install whatever OS you want.  I know full well Windows 10 support runs out this year, but with a decent antivirus and software which is regularly kept up-to-date, I'm not overly worried.
