    Don't know if this helps, but I have just tried phoning my local council (Plymouth City, so other councils may have a different process but I expect it's fairly centralised and similar).  I learned that it's not the planning people I need to speak to, it's the building regs people.  You then have to apply through the portal for "other works" - Building Regulation Building Notice Form (England).  It's £147 (for me), plus you also need to get hold of a "block plan" to upload as part of the application.  They provide several links to companies who can provide you with a block plan - for about £8.  It seems that it's just a copy of OS maps but it must be the correct scale and have North direction on it, which is why I guess there are people you pay to do this rather than trying to mock it up yourself on MS Paint.

    Your council should also provide a pre-application service which I think is free for a half hour call, but they charge for a detailed hourly one

    I think some of the most expensive words in English are 'my builder said'. What he's done does, at a glance look fairly reasonable, but that's a significant structural change and, as such, needs appropriate design and permissions. Find yourself a structural engineer.
