Council put a fence up on private land factored

Options
So my local council put a fence up without consultation. They claimed they consulted the golf course in front. We have been told if we want it painted it’s down to the factor company. I worry it will become a vandalism magnet for people wanting a short cut and it’s an eye sore. Seemingly nothing in the planning permission. What’s the best way to proceed? The council maintain only the roads traffic bollards area in street. House been here almost 30 years. They are building new council houses round the corner which is maybe been a factor why they become so fussy?

    Is it on your land or border?
    I dont understand why you think having a fence will cause people to want a short cut, did they not use a short cut before the fence?

    So it was to protect people going into the burn only whoops they left the area protecting open with a gap?

    I don't understand what this has to do with you.  Maybe if you provided a diagram showing where you are and where the fence is and explain what a factor is???  

    Why would a council need to apply to itself for planning permission for something that any property owner would be able to do?

    The land in front is a golf course so private. A factor is in Scotland they maintain the grounds of the street

    You had a thread running about this in December. Im confused as to what the issue is and why you are concerned about it.

    No this is a new fence at the other end of the street the fence only went up today. The other fence is factored

    So legally what can I do I wasn’t given notice of it and council never sought permission

    Unless the fence is on your land, I can't see what you can do 
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    The council can put up a fence on somebody else's land, if the land owner (or their representative) gives consent.

    Are you the land owner?
    Or is the golf course the land owner?

    If the golf course is the land owner, it sounds like they gave consent.

    If the land owner (or their representative) didn't give consent, then it would be trespass.

    Yep sounds like the golf course gave consent but I am told no planning permission was sought and there as a consolation but I heard nothing. On contact to my local councillor as I speak..
