    Yes, anybody can, but they won't get very far with no money to secure. I bought a house 3 years ago, I offered, buyers accepted, only then did I happen to mention I would be paying cash

    There's no guarantee a cash buyer might not decide to get a mortgage at a later date.

    anyone can put in an offer.  whether you will accept it is up to you.  so when you get an offer, check what they have in place before accepting the offer.

    this is part of the game strategy that some people will use.  they say that they are a cash buyer to get the property cheaper than other parties, then 3 months down the line, they say they will get a mortgage instead.  there is never any certainty with the sale and purchase process as neither party is bound by any promises that they had made at the beginning of the transaction, which I think is wrong but that is the law.
