Parking fine at private hospital

Hi there, I parked at a private hospital visit that uses a check-in system to register your vehicle. I know I used it on arrival so possibly made a typing error or a system fault.
Anyway, I received a parking ticket stating I was not permitted to park there. I responded providing evidence of my appointment but this was to late. Tried to appeal through IAS using their online tool and almost a month later I receive an appeal expiry notification.
I know I submitted the appeal and wish I had taken screenshots as evidence. I went back into the site in January because it felt weird this was taking so long. The appeal said pending so thought fair enough. I sent a note to IAS stating this and I got back the following:

Dear xxx,
Thank you for your enquiry.
We have reviewed the system and can see that you
registered your intent to appeal the parking charge but never submitted your
appeal. You were notified via email on 27/12/2024 at 12:42 that you had registered your
intent and that the next step was to verify your email address which you
completed.
The email also informed you that once this step had been completed,
you then needed to log back into your appeal and submit it. As you did not
submit your appeal within the 28 day time frame, your appeal expired.
We are sorry but we cannot allow an appeal out of time as the Operator
rejected your appeal on the 17/12/2024 and
you had until the 14/01/2025 to lodge
your appeal to the IAS, therefore the 28 day time frame has expired. However, there is now an alternative. The
Non-Standard procedure has been established which allows motorists who are out
of time to appeal under the Standard appeals procedure to make an appeal.
Please note that in order to use the Non-Standard appeals procedure, the
consent of the parking operator is required. There is also a £15 Fee to be paid
and the decision is binding on both parties.
The parking operator will tell you if they are willing to engage with
the procedure and, if they are, they will provide the IAS with the necessary
information to allow you to lodge your appeal by entering your parking charge
reference number and your vehicle registration. If the parking operator has
informed you that they will engage with the Non-Standard appeals procedure, but
you are unable to lodge your appeal using these pieces of information then you
must contact them in order to resolve any issues.
Please
note, that only the parking operator can provide you with the ability to lodge
a Non-Standard appeal. If you are having difficulties, the IAS will not be able
to provide you with the ability to lodge an appeal.
Note: If you wish to lodge your appeal by post then you will need to
follow the instructions, which can be found at www.theIAS.org.

It is not a fine.
Plan A is always a complaint to the landowner and your MP, and it is never too late to do so. Where did the alleged event occur? It may have cropped up here before.
Which PPC issued the charge?
The IAS is a kangaroo court which is why the advice on this forum is never to bother with it.

Was it the same place?, or even the same 'group' of private hospitals...ultimately if you were there, it's moot whether you entered your details or not, you had a right to be there and to park.2 -

Your appeal would have lost anyway, because the IAS is considered a non-impartial kangaroo court, due to its anonymous 'adjudicators' and the IAS' own published stats that 95% of appellants lose.
Of course they do! The IAS is owned by the same limited company and person as the IPC! Jeez they need stopping.
Anyway if the Hospital Trust refuse to cancel the scam, sit tight. Do nothing except the below.
By going confidently into the 'ignore' stance, the only steps to take (because you MUST check every letter) are:
- Tell them if you move house within 6 years.
- Ignore the tedious £170 threatograms shown in pictures in the 4th post of the NEWBIES thread.
- Come back if you get a solicitor's LBC as per the 2nd post of the NEWBIES thread.
Nobody pays a penny and no hearing is even needed in most cases. Search the forum and read a few cases as they are easy to beat by waiting for a claim form - it is easier than appealing!
There is no risk AT ALL in defending a court claim. No CCJ. No bailiffs.
Which PPC?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
