DWP Accessing Joint Bank accounts

A shower thought...
How will having a joint account affect DWP's ability to look at your bank account if person A gets a non-means tested benefit, but person B does not receive any benefits?
How will they know who spent what? Surely they'd need person B's permission as they'd have no need or right to view their information...

EDIT they would have to have a good reason, like suspecting fraud.
