    I suspect the first question posed by an 18 year old is nothing more than a college homework question, it makes no sense otherwise and I wouldn't waste more time trying to consider where an 18 year old might emigrate to at all 

    There is no harm in long-term planning... for example, if an 18-year-old decided they wanted to live in Switzerland the next steps would be to learn German, French and Italian and acquire professional qualifications in an industry like banking, winter sports administration or hospitality.  Or simply become a scientist and win the Nobel Prize; then most countries would welcome you and take the trouble to speak a language that you understand...

    I may well be wrong, however unless she has an Irish parent or grandparent the process is a bit more complicated than simply assuming you can straightforward apply - there is a requirement to live in Ireland for at least 3 years to qualify.

    Ah, a first class citizen. So lucky. It's very wrong that some people can get their EU citizenship back and some of us can't.
    The real wrong (if I can put it that way) is having to take nationality of another country in order to regain EU citizenship.
    I'm eligible for Irish passport process via my paternal grandmother and am seriously looking into it.
