My elderly parents were in a similar situation, even a local broker couldn't get them a policy and told them to try some specialist insurers, like those mentioned above. However I know that a lot of very elderly people use Staysure Insurance on cruises so I tried them for my parents and got a policy no problem and very reasonable

Have you tried the ususal compare sites? I got a quote from comparthemarket and uswitch yesterday for insurance which included someone with pre-existing conditions. Uswitch offered the cheapest, so went with them. Just answer all the questions honestly and they will filter out those who won't quote for your circumstances..
