It depends on the frequency, surely? Every 25 years is (roughly) not that far adrift from historical inflation. But (if anything) preferable to have a review method which is actually linked to general inflation or property values, like the second part of the clause (but better to just to stick to that rather than allow the landlord to pick the highest value).0
