Cavity wall guarantee and building Regs

Buying a house where the vendor doesn’t know if there is a guarantee as they never received a copy when they bought the house after it was done. They also don’t have any building regs paperwork. Solicitor is getting an indemnity to cover the building regs.
I have found this on the council website, would this indicate it did have building regs and that there is a guarantee as it was a CIGA application ?

Have you tried contacting ciga with the reference number and asking if their is a guarantee and getting a copy of tge certificate if so,

Says duplicates for £48+vat.
Guessing the vendor would have to apply before sale due to proof of residency etc.2
