There are sites that allow such residential lodges you just have to pick where you would like to be.0

I would do lots of research as it can be a minefield, High electricity costs as Business supplied, maximum age of home can sometimes be a clause.
Some sites to start

There is a monthly magazine "Park Home and Holiday Living" which will give you some useful info. I don't know whereabouts in the country you are, but there are park home parks in most areas of the country. Also Google Kingsmead Parks, Monte Carlo Parks and Tingdene Parks who each own several residential parksIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1

Why do you want to buy a caravan. Serious question. If you want year round residency then you will still have to pay council tax. Site fees that have more than doubled in the last few years mostly since covid. Then on a lot of sites nothing at the end of 20 years, so start all over again. And don't get me started on those winter energy bills.

Whatever you do DO NOT be coerced or tempted, whatever people say, to live permanently on a holiday park.
Many do, but It's illegal (even on 12 month holiday parks) and you can be evicted on 28 days notice if the park feel like it (you have zero rights) and if you are evicted, many councils consider living illegally (such as on a holiday park with no alternative address) and being evicted, as intentionally homeless and won't help you.0
