Isn't it free on a Sunday if you go to a service?

According to their website you can go in free of charge to pray, light a candle or attend a service. I doubt whether this will give you full acess to the Minster though. I used to attend lunchtime midweek services at Westminster Abbey and they were held near the west door. You weren't allowed to get to the rest of the Abbey from there if you wanted to see other parts - you had to leave and re-emter thorugh the tourists' entrance where you ahd to pay like everyone else. I expect that York Minster has the same arrangement, although it might be different on a Sunday as the poster above suggests.

If you attend a Cof E church ask the vicar if they can get you free tickets. I know that vicars of London churches used to be able to do this for St Paul's Cathedral, and maybe still can.
