Parking eye charge

My wife is being fined for parking for 7 minutes on a car park where the machine wouldn't take payment. The machine kept saying 'cancelling'. She then moved to another car park nearby and we have the ticket showing the reg and time. We appealled to parking eye which has been refused saying no evidence was shown as to how she couldn't pay!! My question is, if I go further and take this to popla am I likely to win this or am I wasting my time and doubling my bill. 🤦♂️

Which car park?
POPLA might be a waste of your time but you can often get pcn cancelled by complaining to the retailer/landowner (Plan A) see NEWBIES Announcement Thread on 1st page2 -
I'd say you'll win at POPLA because they like this evidence of parking elsewhere.
Your first main point being that no amenity was gained from this 7 minutes and the only reason it took that long was due to the unexpected issue with the operator's system and the complete waste of time in trying to pay at a machine that kept saying 'cancelling'. She then left the site, clearly not accepting the parking contract, and moved to another car park nearby (show the ticket showing the reg and time of payment, as evidence).
