Advice on Seriously neglected Neighbour Garden with Bamboo

Also, the previous owner told me he used to cut the bamboo and other plants along the fence line every couple of months using a large hedge trimmer which is why it's clear near the fence area... Now as @-taff mentioned, the climber is a concern as it already made it way to the roof of the unmanaged property and could easily come on to my side of the roof.... Peculiar problem to deal with in 2025....
Also out of curiosity, I am told the unmanaged property owner got a mortgage going on this property but not sure how a bank will lend to a property like this....Could be the way “help” was offered, some could make it sound like a passive-aggressive order to tidy it up, but I'm sure once you've had a chat you will sense what givesMortgage, I suppose, depends on Loan to value, and looking at the pictures I would think a few more new houses could go onto that plot, to match those where the cars are
The climber on roof, come the spring and new leaves we should be able to identity it and then know of any potential problems

Have some clump forming bamboo here. Made the mistake of cutting it down to ground level one year. Darned stuff immediately started running. Bamboo isn’t classed as invasive, for mortgage purposes. And if he remortgaged with the same bank he had a mortgage with previously they are probably not going to do much in the way of checks.All shall be well, and all shall be well, and all manner of things shall be well.

If no pandas around your way, can we assume bamboo has recently flowered?
