You are correct and POPLA assessor was wrong. My calculator puts the date of delivery as the 26th December but it doesn't account for Bank Holidays. Since Christmas Day and Boxing Day are not working days, the earliest date served is Tuesday 30th December, the 16th day.
POPLA won't change the decision so your best bet is to wait for the inevitable Letter of Claim and to start your own thread when that arrives.
If this is the same location as the OP, do let me know as I helped with a win at this honeytrap site for an admitted driver. POFA failure should be front and centre of any defence.
