Third party car insurance not wanting to settle

I was in a non fault accident in October 2022 where I was hit by an insured car, but the driver wasn't insured and fled the scene. The owner of the car stayed on scene.

Their insurance company admitted liability 6 weeks after, however when my insurance company got the figure for compensation, they refused to pay it and didn't want to pay anything other than my excess.

I have spoken to my my insurance company at the start of this year (2025) and they say they need the name of the driver of the car to start litigation, however the driver remains un-named. The owner of the car didn't say what happened to their insurance company but did give a name to the police, however when the police contacted them, they denied it and the police refused to investigate further.

I am now left unsure of what it happening and if a claim for my compensation and excess can happen as they don't have a name of the driver.
Is there anything I can do to get the third party to pay out as they have already accepted liability?
