Horizon Parking Charge (Tesco)


I've received a parking charge from Horizon, which appears to be the same wording as the one below, and contains the "28 days from the second working day" line that at least one person (sdg213) has successfully used to appeal against via POPLA.

Looking at the Newbies thread and various other threads that are similar to this, can someone confirm that I should be proceeding as follows:
- Appeal to Tesco, presumably via CEO is best bet - although from what I've seen elsewhere it seems likely they will just say I've got to appeal to Horizon, and based on the 28 day POPLA appeal victory, is it actually worth doing and waiting for a response.
- Appeal to Horizon via their online appeals process - my understanding is that this is mainly just to get the POPLA reference, so the content doesn't matter too much (I'm aware to write everything as the the OWNER, not driver)
- Once I have the POPLA reference, then draft my appeal, using the POPLA code 3762434330 & date 17/12/2024, from the POPLA decisions thread (don't think the Assessor's name was included). I'll probably need some help to make sure it contains the correct content, as I believe this needs to be reasonably detailed.

I found this appeal worked very well against a Horizon pcn...This is an appeal by the Registered Keeper - No driver details will be given.Please do NOT try the usual trick of asking for driver details in order to get around the fact that your Notice to Keeper does not comply with Schedule 4 of The Protection of Freedoms Act 2012.As there is no keeper liability, liability cannot flow from the driver to the keeper and so this will be an automatic win at POPLA. Please cancel this Parking Charge Notice or issue a POPLA code at which point you will auto withdraw.Within two weeks the following response was received from Horizon...

If it doesn't work first time then look also at the POPLA appeal already written by @andromeda24 which (I think) is still in limbo months later with no decision!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Would it be worth adding in the following:
"This is an appeal by the Registered Keeper - No driver details will be given.

This is because the NtK incorrectly starts the 28-day period for transferring liability one day too early.
