I have been sent a notice of debt recovery from the company Direct Collection Bailiffs LTD to collect £170.
can anyone help me, is this something I can ignore or do I need to pay it?

You only have to pay if a judge says so, in court
Ignore the debt collectors letters like from DCBL but do not ignore letters from DCB Legal3 -
I have been sent the same letter where the "offence" took place in 2019. I have been ignoring these letters for years and now they've threatened me with the Bailifs🙄1

No bailiffs will call round without a court order, so very unlikely to happen, dont believe everything you read or see on TV
Bailiffs come with court warrants, usually on behalf of the High Court, for more than £6001 -

Maybe somebody knows how DCB and their ilk manage to avoid enforcement against them for pretending to be 'bailiffs' when they are simply self-styled debt collectors.In short: no bailiff or other lower form of life can enforce against a person unless they first issue a Notice of Enforcement - which is a legal document of a prescribed form - and are acting under a warrant of control. Simply saying that their client says you owe them money doesn't satisfy this legal requirement.2 -

- read post 4 of the NEWBIES thread and seen the pictures of the letters, and
- searched and found other cases with 2019 PCNs at the same stage as you now, and
- realised that YOU MUST NOT IGNORE BUT INSTEAD REPLY SLOWLY to time the PCN out past the 6 year limitation period?
If you didn't know that, search for those threads!
