Yes - you would ask EA A to provide a list of people they had introduced.
And before signing-up with EA B, you would give them that list and make sure they agree not to negotiate with anyone on that list.
If EA A and EA B are members of the Property Ombudsman Scheme (most EAs are) then the above are mandatory - the estate agents must do as above.
