Car insurance young drivers

I’ve been recently trying to get car insurance for me and my 17 year old son. I have 2 insurance policies - the first one has my other son(19) as the main driver and is a new policy taken out last year and doesn’t have a no claims discount. The second policy is in my name with my 17 year old as a second driver and I have 5+ years no claims on this policy. Axa are refusing to give me this policy unless I either make the 17 year old the main driver or I stay as main driver but without no claims discount - is this legal?

    Are you now applying for a third policy (for a third car), or is it a renewal on one of the other two vehicles?

    Two policies = two cars.  So, I have assumed you haven't tried insuring the same vehicle twice.

    Axa are refusing to give me this policy unless I either make the 17 year old the main driver or I stay as main driver but without no claims discount - is this legal?
    The no claims discount applies to the vehicle (or replacement vehicle).  You cannot use the NCD on one policy attached to vehicle 1 for a second policy attached to vehicle 2.

    car 2 - insured with AxaNi through a broker. main driver me, second driver 17. No claims discount 5 plus.  On this car I’ve contacted Axa directly to insure as wanted to make use of multi policy discount. They’ve said I can only insure this vehicle with them if I a) make the 17 year old the main driver or b) keep myself as main driver but they would take away No claims discount. Both options obviously will cost hundreds if not thousands more in premium

    You should probably go back to them, it sounds in a way like they think you are fronting for the second car/driver - explain it's your normal car, you are the main driver and other child is learning to drive but will not be using the car often.

    If you have 5 years no claims why not just try and renew without the multi car discount for the moment if it would be more expensive to use that way due to the insurer being odd
