drains that now go no where

i have a house which i purchased a while ago. had all surveys done and and no major issues.
but since we how have more rain days than before, my house as become damp, on investigation i have that two road gully drains and surface water from a semi house go into the same drain 6" pipe, then runs under my house. over time this drain has filled with silt, and had to be cleared because of the lack of water flow and back pressure making foundations damp.
after the drain was cleared highways found that this drain is blocked at a garden wall by a brick wall that was built for some bungalows. therefore the water has no where to go but soak my land.
any views or thoughts on this please, as authorities are taking sometime to come to a conclusion on how to go forward in sorting out why the drain was cut and not diverted correctly.

I would of thought if this had been an issue in the past, it would of been picked up in the survey. thats assuming of course that it was all on record.
Also did the previous owner put the house on the market knowing this was an issue. might have a case against them.1 -
the survey of water and sewerage maps show as not going under the house but down the street so maps would appear false, unable to confirm about last owner knowing.0

Highly unlikely road gullies would be drained via your house0

I can't answer your question, but assuming the water board can't/won't re-route the pipe under your house, would it be possible to them to insert plastic pipe of a slightly smaller diameter through the existing pipe to safeguard against it cracking and damaging the foundations?0
