Requesting PCN from UKCPS DPO

Hi, I have received debt collection letters from 'Trace Debt Recover' for an unspecified PCN from UKCPS.
I am not looking for advice on how to proceed; rather guidance on a response from UKCPS's DPO by email. I am not in receipt of the PCN and have been given no info to find it.
I therefore emailed UKCPS DPO to
a) get them to scrub my old address and update their records with my new one (PCN sent to old address)
and b) get them to send me my PCN, quoting my name and 'Client Reference' from Trace.
I have received this response:

Good morning,
I am in receipt of your request under Article 15 of the General Data Protection Regulations 2018 (GDPR) and the Data Protection Act 2018 for the personal data which we hold in relation to the above Parking Charge. However, before I can process your request, I must comply with our Data Protection Policy and guidelines from the DVLA ensuring that only the driver or registered keeper are sent information in relation to the Parking Charge.
Unfortunately, we are unable to process your enquiry due to you not providing one of the following:
• Vehicle Registration
• Full address and Postcode
After consultation with the Information Commissioners Office (ICO) we can request further documentary evidence to confirm the identity of the requester of the information we hold. Therefore, we ask if you would confirm if you were the driver/registered keeper of the vehicle at the date of the Parking Charge and submit ID evidence (Driving licence/passport) which confirms your details and signature.
Emails sent as requests for data release can only be actioned if a signed letter and ID as above are attached to the email.
If you are able to provide all of the above, I will be able to look into your enquiry and advise you accordingly.

My main question is should I be providing them acknowledgment that I am the registered keeper? Feels like a slimy attempt from them to get me to confirm I was driving/own the vehicle, without me knowing anything about the alleged charge.

I would go back to them..forget the pcn but concentrate on updating the address
I see no issue providing ID5 -
Yep you don't need to see the PCN and could always get it later, when you get a Moorside Legal letter.
But you MUST make sure all firms ERASE any old or wrong address asap! You cannot sit and wait. All letters are going to an old address. That risks a CCJ because you won't see the claim form in time.
Send them your ID. The V5C plus a utility bill is enough to show you've moved.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Good morning, I received this email yesterday after sending an email response to Moorside's LOC. I followed the newbies template and they actually answered the questions.
Is there anything I need to say in response or just wait for the claim to arrive? there's no chance i'll get this one cancelled by the land owner.0 -
Wait for the court claim form.
Easy to defend. We even have a Moorside special version in the Template Defence thread.
Interesting to note that a firm connected to the President of the BPA (Director of APN Group) says 'the £70 does not represent the cost of debt recovery.'
Adding - per PCN - a 'DRA fee' (which somehow isn't actually a DRA fee when it comes to VAT) is a moneymaking scam, IMHO, enabled by...the BPA.
Yep, in this case, the BPA enables their own President's commercial group firm that only jumped on this bandwagon a year ago. You can see why Moorside Legal was invented and copied DCB Legal's exact model (and words on claim forms, to the letter!).
