High Point Village pcn by PCM

On 2nd December 2024 i tried to wait in a (20 min) 'free' parking bay on Station Approach. There was one (of four) bays available, although i could not fit my car fully into the bay, as the van at the back of my car had parked well in my bay. I therefore was slightly in the bay in front, where a motorbike was parked. Throughout the, max, 7 minutes i was there i stayed in my car in case the van moved, or another space became available; or if my son returned - whichever happened first. My son lived in the flats/building (Vantage) within the complex, and he had gone to the Concierge to collect the Parking Permit for their Car Park. Hence why i was waiting outside. When my son arrived we proceeded to the Car Park. On 12th December i received a PCN notice from PCM, and appealed by the next day. My 'contravention' was that i Parked outside of the confines of a marked bay. There was no video evidence, only photos. I have since found out that they have a person that stands by the car park with a camera who takes the photos (this is their evidence). I actually had thought he was security. The first picture shown is at 12hrs41mins32secs, and the final picture at 12hrs46mins33secs. Although their pcn online stated the time at 12.51hrs. My Dashcam clearly shows that my son got in the car and we drove off (to the car park) at 12hrs47mins42secs; so i am a little puzzled with that.
On 13th January 2025, well over the 14 days they say they will respond to the appeal by, i received a letter from PCM dated 6th January 2025. They rejected my appeal. On top of that i had 14 days from the date on the letter (6/1/25) to pay the discounted rate of £60.00. This though meant i had only 7 days to decide/pay. Again, i believe, not fair.
I am not sure exactly where i stand with this (hence where i am asking your expert opinion). I am not in a financial position to take them on, and with all my health issues i do not want to stress myself, and get worse.
This Monday 20th January 2025 is the date i have until to pay the reduced fee.
Can anyone advise on what i should do, asap.
I know i left it late, but that was mainly PCMs fault for sending the letter late. Although unfair, i had decided to pay due to the stress and my health, until i remembered MSE.
Thanking you in advance.
