Parking Charge Notice Help please
Hi everyone,
I’m hoping someone can offer some advice on how to handle a parking fine that has now been passed to a debt collection agency. Here’s my situation:
I recently moved into a new property where parking is managed by CPM. At the time of moving in, I was in the process of obtaining my parking permit. While waiting for the permit, I displayed a clear sign in my car window explaining that I was a new resident and had a reference for my permit application. I was also parked in the correct bay corresponding to my apartment.
Unfortunately, a Parking Charge Notice (PCN) was issued to my vehicle during this period. Since I had just moved house, I didn’t receive any correspondence from the parking company until much later, when I discovered that the case had been passed to a debt collection agency. By the time I became aware of the PCN, the appeal period had already passed. The time period from the initial notice being issued to passed to debt recovery was 6 weeks.
Here are some specific issues I’m facing:
1. The dates on the letters I’ve received from the parking company don’t seem consistent.
2. The images of my vehicle are from behind and take notice of the sign in my windscreen.
3. I now have my parking permit, but I feel the fine was unfair given the circumstances and my effort to notify them with the sign.
I’d appreciate any advice on:
• Whether the parking company has followed the correct legal procedures (timing of notices, compliance with POFA).
• How I can dispute this now that it’s with a debt collector.
• Any success stories or tips on dealing with a similar situation.

Start with reading the NEWBIES thread it's one of the Announcements at top of P1.
You'll find a link to pictures of PCNs POFA and Non POFA compare your Parking Charge Notice with the CPM images.
Don't contact the debt agencies. Ignore as advised in Post 4

Complain to the Managing Agents AGAIN!
None of us on this board would ever have moved into a flat with a PPC on the car park. Literally I would not have taken that flat nor even looked at it, due to UKCPM. This will happen to you and your visitors (and delivery cans and tradespersons who attend your home) time and again.
Life at such an estate is a nightmare for motorists. Sorry! It's not over. You'll get more PCNs on any old excuse.
After exhausting the complaints, sit tight. Do nothing except the below. By going confidently into the 'ignore' stance, the only steps to take are:
- Tell them if you move house again within 6 years.
- Ignore the tedious £170 threatograms shown in pictures in the 4th post of the NEWBIES thread. Did you miss the pics of those laughable £170 letters already there in the thread?
- Come back if you get a solicitor's LBC as per the 2nd post of the NEWBIES thread.
