Letter from HM Courts & Tribunal Service

Had a PCN issued a while back from Britannia Parking Group and letters from DCB Ltd and was told to ignore all of them. Now had a very official looking letter from HM Courts & Tribunal Service demanding a response or patyment of £263.16. About 3 pages of forms to fill in including a section for Defence. Do i ignore this as well or is there a template defence i should use. Starting to regret not just paying the initial fine now as i don't really want the risk of a CCJ against me and i rally struggle to navigate my way round this kind of stuff. Didn't think it would go this far. Any help greatly received
