2 or 3 "offers" every week on the same items, is it ebay or the seller?

I posted recently about some gadgets I was looking to buy and the silly prices people start them at on ebay.
They are almost double the auction selling price and they are still for sale whch I expect them to be for a very long time
at those prices.

But the reason for this post. I keep getting offers with £5 or £10 off, 2 or 3 every week across the 4 items I have on watch.
Is it the sellers offering these discounts or is ebay doing it automatically?

Not sold on ebay for a while so don't know if this is a setting that gets auto enabled or a seller does manually?

    If someone looks at one of your items or in your case you look at an item then from the sellers end in their hub it will come up with something like somebody is interested in your item, the seller then is allowed to send an offer eg £5 off etc or as a percentage. As the seller they wont know who the offer is going out too only that someone has looked or popped it in the watch list.

    So in answer to your question, its a bit of each, eBay wants to make its commission by having a sale hence they do this, but the seller if they want a sale may or will find it a useful tool and come back with a discount for you.

    So the seller chooses the offer price like £5 off or is that a fixed value depending on the item price?

    Noticed there is a time limit on the offer but a couple of days after that expired I got another offer with the same price?

    It's funny that they put these silly prices but no sales at anywhere near that value with one BIN listing being over 18 months old
    and the newest item was before Christmas and only 1 watcher which is me.

    The seller will be the one selecting the discount if you will eg £5. I think the time limit has now changed to them being valid for 96 hours.

    On both my private and business account I can (and do) offer discounts to anyone that has interacted with my listing - I can't see who they are but I get a note on my seller hub saying 'listings eligible to send offer'. If I click there it opens a list of all the eligible items and then 'send offer' and I can choose whether to offer a set amount of, or a percentage. Once I've chosen what my offer is it shows what offer will be sent to interested browsers, and I can click confirm. I just sent an offer and it didn't tell me how long it was eligible for, but as daddyelf says it has recently gone up from just 24 hours. 

    That's just the basic offers that everyone has, I've just sent out half a dozen or so .

    Certain business sellers and shops can set up other automated systems to offer discounts either on a one off basis or to anyone that browses. I use a business seller for some hobby material for my OH, they routinely have buy 3 lots and pay for 2, and when I see that I just add 3 lots to my basket, it charges for 2 lots and that's what I pay for. For some of the regular business sellers I use I get targeted offers of 'vouchers' along the lines of 'Soolin - seller xxx has sent you a voucher for 15% off your next purchase, please see T and Cs'. Again most of this is either hobby stuff for my OH or packing materials for my business so I often make use of the discounts. Only last week I got 20% off if I re bought some bubble wrap - so I bought a spare roll as it was really cheap.
