Neighbour's house (housing association) have raised their gutter preventing mine draining

Hi all,
Neighbour's house is housing association. Last year they had roof done and they put gutter in at higher level. Mine then was at an angle and could not flow up to downpipe. This is very clear from before and after photos (help of google earth) and I got a gutter company to come over to identify the problem. Housing association are yet to take action and also refuse to pay for the company I had to get out. I have written formally and they responded (about 6 weeks ago) but they have not done anything. They said they will not pay for the independent company but would do their own inspection. This has not happened yet or any other update despite being chased. What are the steps I can take to force them to rectify the problem and also get my money back.

My feeling is you should've written to the HA asking them to do an inspection. If they were to refuse, tell them you would arrange your own inspection at their expense. 'Put the ball in their court', as my dad used to say.2

I don't think that's reasonable. Report the problem to your local councillor and MP in writing/0

What is state of play with your gutters just now, do they overflow when it is raining?
If so a bit of urgency needs to be instilled, waiting for bureaucracy to catch up might not be best policy.0 -
