A relative (2nd relative this week !!!!!!) who is the registered keeper received a PCN for their vehicle being parked in the staff carpark at Royal Bolton Hospital without the required permit/authorisation. The driver is an employee of the trust but would not not be at this location much. It was a frosty/icy day so the driver was concentrating on the conditions and found the signage confusing and wrongly assumed as a staff member it would be OK to park. They were there around 30 mins and tried to pay before leaving. However, the pay station did not recognise the vehicle registration as presumably the pay station was for a different carpark. Not payment could be made and unfortunately no evidence of what the pay station said was taken.
So, we have the email address for the PALS and also the CEO of the trust. Is PALS still correct even for a non patient? I assume the RK emails them as keeper and refers to what the driver did. Is this likely to work as it seems to be an error on the driver's behalf? What should the email say in this case?
I don't know if it complicates the matter, but the registered keeper is an employee of the same trust.

I'd just email Parking Eye just saying you are an employee, have no idea why they have issued a ticket and attach a photo of your pass or whatever.
The onus is on them to make the system clear (it's a confusing rabbit warren at that place), so get out of the mindset of errors or mistakes on your part.3 -
It genuinely wasn't me. I'm in a different location altogether. Staff need a permit to park in said carpark which the driver doesn't possess as they're not normally at that location.Jim.0

If they were asked to go there as part of their job, they should get their line manager to sort it; failing that, get their union on the case!2

I'm concerned that this would be naming the driver.
I've tried to get the facilities manager's email (I think it's Becky Horrocks based on google) but can't find it. I haven't spoken to my relative but they can maybe get it through the NHS systems.Jim.0 -
