My son has received a debt collection notice from ZZPS for 170.00. He never received the original, he would have paid the 40.00 . Tried to call them several times no answer, e mailed no answer. The debt letter was dated 2 nd January not received until the 11 th January opened the 13 th . Any help and advise please.

The parking company might, but you haven't mentioned them, or the location, or the alleged contravention, no tangible information so far

Definitely ignore the powerless debt collectors like ZZPS2 -
The company are All Parking Services. Contravention no parking at any time. Prior to this when visiting Spectrum Apartments, Salford, you could park there,
a pass was given to my son 4 years ago to park there. He had not realised a new parking company had taken over, and also a different management company, hence the contravention. He was eventually told by The concierge there was a new parking company but unfortunately that was after the date of the PCN. The main problem is he did not receive their original letter. Do they even send them out. Although the post is sometimes to blame. Many thanks1 -
They definitely post them out, to the address obtained from the dvla database, which the keeper has a legal responsibility to keep up to date, so if it was an old address, it probably went there
Maybe it was lost in the post, but it's presumed to be delivered 2 business days later, so after the issue date
Parking companies issue over 14 million pcns a year, so not all will get there, postal problems have been in the news ever since covid ( I refused an empty torn packet only an hour ago when the postman brought it )
Regardless, ignore the powerless debt collectors letters, this won't be resolved anytime soon, but the recipient should complain to the concierge or management company or freeholder about it, requiring a cancellation ASAP, known on here as plan A1 -
PPC always claim to have sent pcns out though offer no proof of posting.
DVLA give PPCs keeper's address (the one on keeper's V5C). Failing to inform DVLA of any change in address is often a reason pcns are not received. Get your son to check address on his V5C it's most important a PPC doesn't hold 2 addresses for him.
Debt Agencies can do a trace to find a keeper's current address.

His logbook V5C address is showing an old address isn't it? That needs sorting, if so.
He would NOT have paid £40 surely? He doesn't pay private parking charges?! Nobody here pays these. Ignore.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
