Freeholder blocking sale of flat

Morning all,

We have been trying to sell our flat since May last year, so as to move closer to work (currently >1hr commute each way). We accepted an offer, but as part of the LPE01 form the freeholder supplied a 'quote' for major works which would come to around £20,000 per flat. We tried to negotiate to split the cost of this with the buyer, but they pulled out. The freeholder is now saying that they do not actually plan to do this work in the foreseeable future, and that this quote was just illustrative - it was not even based on a visit to the property! Our onwards purchase is now at risk since we don't have a buyer, but we are concerned that any future buyer will also be put off by this quote if it is included in the LPE01. Is there any way we can reject this quote as not being serious?

    The lpe1 asks about expected demands in the next two years.  Are they saying it is not expected in that timeframe?  If not why did they include in the lpe1?
    If there is any doubt the freeholder will err on the side of caution and declare the works.  What are the works?  What is the probability they will be needed in your view?
