Limited Grant

My ex-wife died, intestate, a few months ago and left 2 daughters. She died intestate so it was the responsibility of her daughters apply for the grant. To allow me to administer the estate, daugher 1 with myself applied jointly for the grant and daughter 2 completed a PA12 for me to act as her attorney.
We were expecting both daughter 1 and myself to be named on the grant. The objective being that I could continue to administer and distribute the estate for them. Whilst daughter 1 retained responsibility and daughter 2 could revoke poa if necessary.
However, the probate office have now written to us asking if daughter 1 wants to be solely named on the grant or for the joint application to proceed and her to consent to the grant being a limited one solely for the use and benefit of daughter 2. There is no mention of my joint application.
What does a 'limited grant' mean in this context? Why are they suggesting this when there is no dispute? Googling suggests that a limited grant might prevent the distribution of assets.

Odd, as this is an intestate estate it should be letters of administration that are being obtained rather than grant of probate and I can’t find any reference to limited LoA.0

Yes it is an LoA application but even the probate office refers to this as 'the grant'.0
