By the way, Initial don't have CCTV. You can't ask for that. They don't use CCTV only ANPR.
When you get a POPLA Code, you should be repeating that you paid £x in cash at their machine, around APPROX TIME and state that they failed to check for a 'keying error' which is the only explanation, and failed to offer to settle at £20 which is a breach of the Code of Practice for keying errors. I really appreciate everyone's advice here. I've sent the email asking for erasure of data and to update as discussed earlier.
The land it's on does have CCTV as I believe it's council owned land.
I do have a POPLA code so I will also try that route too. You guys are truly awesome. I'm feeling a little less nervous.2 -

You don't need a Land Registry check.
Yes: draft a POPLA appeal starting with what I said, then add the usual two other points (for every case) already written for you in the links in the 3rd post of the NEWBIES thread.

You could ignore afterwards, but the PPC may then pursue the keeper if they don't receive confirmation from the driver that they accept liability.
It would be safer therefore for you to respond to the NTD if (when) it arrives at your overseas address.
If the PPC refuses to accept the transfer to your overseas address, then come back to this thread.

I'm really struggling to get the appeal put in with POPLA. Whenever I'm typing in the car registration and search the spinning wheel just keeps going round and round and not changing. I have tried it on various Wi-Fi networks and can only think it is happening due to being abroad. Has anyone experienced this before?0

If it's your brother's car then he is the registered keeper and it must surely be his address on the NTK.
But you posted: I filed an appeal with the company, requesting they check the pay machine at the time I knew I got the ticket, along with confirming the CCTV showing me doing so to which they've declined it stating no registration matches in their system and basically, I'm lying.
I don't understand in what capacity you appealed. If, as your account would suggest, as the driver then the PPC must have assumed that your brother passed the NTK to you as stated on page 1 of the NTK(otherwise you wouldn't have known about this). It must therefore follow that they already know you're the driver and have responded to you in this capacity. If so, I would suggest that any appeal to POPLA should not include issues related to the compliance of the NTK because as I understand it if the driver has been identified then the NTK is redundant.If you are simply using your brother's address as a service address but you actually live abroad then I would give them your address abroad otherwise if they think you actually live at your brother's address then in my opinion this complicates matters.But maybe I've misunderstood your account.2
