Can an airbag be disconnected in a 'conforming' way?

An airbag that is switched off is not a defect.
But: obviously missing or obviously inoperative is a 'major' fail. And there's the rub! The theory is that it would be 'switched off' via the ECU.There's a specialist co nearby who now focus on car electronics, so I'll suggest they have a chat down there if the repair quote comes back silly. Thanks all.
