You really could not make it upThis board is aimed at overseeing the joint code, which will increase the agility of the parking sector to make improvements or changes as needed. In other words, it is a positive change. The board will be comprised of members of the BPA and the IPC, but it will consult on all decisions with motorist consumer groups. The press release from BPA on 13/1/25 about the Panel included the statement: "The Private Parking Scrutiny and Advice Panel (PPSAP) will be chaired by an individual who is independent from the sector."
Nigel Williams has now been unveiled as the chairman. He is Managing Director of Parking Matters Limited. He is currently President of the European Parking Association (EPA), having previously been Chair of the Board of Directors of BPA (2014 - 2022). BPA is a full member of EPA.
I'm struggling to see how he fits the brief of "independent from the sector".
A good start to solving some of the problems facing the Panel would be for Nigel Williams to insist that IPC ditch their IAS appeal service, and set up a properly independent appeal service which would apply to both BPA and IPC. He should be well aware of the background to this, as I believe BPA stopped funding for IPSA (Independent Scrutiny Board for Parking Appeals on Private Land) in 2017, because their members felt disadvantaged having to fund a service that IPC members did not.

I'm sure MHCLG and MP's will also struggle to see how he fits the brief of "independent from the sector".2 -

He is also a Director of this company, 'founded by the BPA' and one of the other Directors is Andrew Pester, Chief Exec of the BPA:THE ALLIANCE FOR PARKING DATA STANDARDS LIMITED
