Britannia admit NtK is non-POFA.

Hi
I had an NtK for Bromley Police Station access road, the same location as this: https://forums.moneysavingexpert.com/discussion/6573114/14-day-limit/p1
The date of NtK was 20 days after the alleged contravention. In my initial appeal I said I was the keeper, and only mentioned the 14 day limit (I had not discovered this forum at that time). Britannia rejected it, saying:
1)No Keeper Liability
2)There can be no contract for parking in a no parking area
Do you think this is sufficient?
Secondly, when submitting your POPLA appeal, is it ok to just copy your text into the box? Someone said you should attach it as a PDF.

“It is not a requirement that we must notify you of your Parking Charge within 14 days. This only applies if we refer to the Keeper Liability provisions in Schedule 4 of POFA 2012 when we issue a Parking Charge. As we did not, we have 6 months in which we may notify you of the Parking Charge.”
I am currently drafting a POPLA appeal, and at the moment I have two arguments:
1)No Keeper Liability
2)There can be no contract for parking in a no parking area
Do you think this is sufficient?
