Some areas in the country will be cheaper. Need to phone around, do a bit of research. If your garage is really popular they just won't want the work. Another garage may take it on. I don't really agree with this argument of "Well the welding would have cost £700 but the car was only worth £600 so I spent £23K on a new car instead".
I have a trusted garage that does welding and they are reasonable labour rates. I understand welding is coslty due to the materials. They are busy though and I usually have to wait about three weeks to get any work done, So if MOT is a fail I will be without a car and I need it for work.

Yes, my first car needed welding eventually which I think I'd done twice. I looked up the Reg plate recently and it only lasted for one more MOT after I traded it in. The rust kills these Japanese cars before anything else.
