    You cannot form a contract with a person in a moving vehicle that stopping will incur a charge merely using a no stopping symbol road sign.
    ... and it is impossible to form a contract as the prohibition offers nothing.

    To date, nobody has been able to obtain a copy of the current contract. In the "old" contract, there are two (contradictory) maps showing the VCS contracted areas, one of which includes the roundabout where the blue car was photographed.

    Did the car do a simple U-turn without stopping, or did it stop and reverse/manoeuvre whilst turning round?
    If the former, then VCS had no right to obtain and process your personal data, and the DVLA had no right to sell it. 
    If the latter, do the images taken by VCS prove that the vehicle was stopped?
