    Well enen at the bathroom taps which are close to the boiler the water is not hot enough IMO, I can keep my hand under the tap and it is not hop enough to be uncomfortable.   I think there is a long run of 22mm pipe down to the kitchen but can't do anything about that as it is all built in.
    Sounds like the boiler is not actually heating the water to 60. So some kind of fault maybe .

    With a flow rate of 10l/min, you'll get a temperature rice of ~35°C. Drop down to 9l/min, and this increases to 40°C (both =/- 15%). With incoming water at 10-12°C, you may well be hitting the limit of what the boiler can heat.

    Sounds like it might be worth checking what flow rate the hot taps are giving you. Plus, does the water get hotter if you adjust the flow rate at the tap a bit lower (i.e., "turn the tap off a bit")?

    I understand the digital display shows the 'set' temp, for either DHW or CH, when the associated button is pressed? And, when either the CH or the DHW is called upon, the display should then indicate the actual flow temp being produced - could you confirm this, please?
    If that's the case, what does it display when a hot tap is running?

    (A different, unhelpful, issue is the '22mm' pipe that supplies your taps from the boiler. This should only be 15mm pipe, since it's being delivered at mains pressure. Being 22mm, it has just over twice the internal volume, so will need to shift twice the standing cold water before the hot comes through.)

    As mentioned earlier, 25KW is quite low power for a combi, so like you say it could just be struggling.

    If there is a shut-off valve on the cold water supply into the boiler, then you could turn that partially off to reduce the flow.  That gives more chance for the boiler to heat the water up from cold.
    I had to do that in my old flat with a 23kW boiler.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    I will have a look at reducing the flow.  Water pressure here is Quite good.
