Dcbl at it again

Hi everyone, first time poster on here.
I've read a few threads already on the dcbl issues people seem to have a lot of.
I'm curious about the bit of text at the bottom of the letter that I've received.
After giving me 14 days to pay it states:
"This case is not subject to High Court or Bailiff action, however, should you fail to contact us, we will recommend to our client the commencement of legal action against you."
What is the difference here?
As per previous threads, I've not confirmed if I was the driver and have had several back and forth emails with them telling them it's nonsense and i shouldn't have to pay.

They are basically stating that no legal pathway or enforcement has started, no court judgment, no escalation to the high court for a judgment in court into a writ when its over £600
It came from the debt collectors dcb Ltd, nothing more, just to make it clear that they are not chasing up an outstanding court judgment or warrant or writ, just asking for their clients outstanding invoices plus their own fee added on top
You should not be corresponding with the debt collectors at all, so STOP
Eventually its likely to end up on the DCB Legal desk where the legal team take over on behalf of the parking company, where they may sue you by using MCOL0 -

The court claim form is what you want, from DCB Legal. BRING IT ON. Read the fourth then second posts of the NEWBIES thread, in that order. Stop engaging with these eejits.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
