Laptop battery or ac adapter issue?

I have a GF65 Thin 9SEXR msi laptop which is only 3 years old and little used but the battery seems to be completely drained, the laptop will only power up with the ac adapter lead attached. I have done a battery report but not sure what it is telling me 51300mWh design capacity and 39433mWh full charge capacity. Is it likely to be the internal battery that is the issue or the power block for the want of a better word attached to the ac adapter being faulty and not able to fully charge the battery?

Well if it will only power up when connected to power block. That would rule out that being the issue.

If it has been stood for long periods & battery has fully discharged. Then odds on battery has gone.
Batteries do not like being totally discharged for any length of time.

Batteries tend to last only 3 years. Ensure you've done a bios update and have your windows updates

Then open a powershell prompt and type

    powercfg /batteryreport /output "C:\battery-report.html"

The report will give you the low down on the state of your battery.

The design capacity and the charge capacity is not the same thing.
"Design capacity" is an attribute of your battery, saved and reported by the battery itself. "Full charge capacity" is the amount of energy the battery can store when the state of charge is 100%, so after a period of time it should be somewhat lower than the Design capacity.

You may want to attempt recalibration:

Otherwise it may be a new battery required.
If your charger was faulty the laptop wouldn't even come on with a shot battery.  You may want to use a multimeter to verify the output but it's probably okay.

I had the exact same issue with my GF65 - it would only run plugged in.

If you decide to replace the battery, DOUBLE CHECK the model number! I originally ordered a BTY-M6J (which looks identical) only to discover my laptop actually required a BTY-M6K. The connectors are slightly different and they're not interchangeable. I wasted 6 weeks and paid return shipping twice - don't make my mistake!

You can compare both models here:
