Radiator fans

Has anyone heard of these? Are they useful? Try 2b energy efficient as possible, double glazed, roof fully insulated, thick curtains on room even of door into hall. spend most time in - living room. Have google nest which actually seems unnecessarily complicated. And radiator thermostat valves. And dehumidifier when dry…

Already has something like that as mention in this reply but knows it's not cost effective.
I want to know, as already asked, why the other radiator is off.
The "benefits" of using a fan have already been explained.
