If you are not in the UK,  email the DPO at GN and give them your address abroad

Ignore the powerless debt collectors letters

    No paying either

The 5th post in that thread gives many explanations of the initialisms etc, including DPO

But do you actually live abroad?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OK so just appeal it with GN and complain to the Services.

Both these steps are already explained in NEWBIES PLEASE READ THESE FAQS FIRST. No link needed. See my signature.

I have appealed the PCN online with this text -

'I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. '

    Waiting for the response..

Just a thought to keep in mind - you'll notice that the sign actually says the charge is £20 if you pay by phone or in a shop and there is no time limit to this.

I got the reply from them yesterday stating -

'Thank you for your correspondence relating to your Parking Charge.

The Charge was issued and the signage is displayed in compliance with The British Parking Association’s Approved Operator Scheme Code of Practice and all relevant laws and regulations. Clear signs at the entrance of this site and throughout inform drivers of the requirement to pay for parking in excess of the free 2 hour period, and it is not possible to access any part of the premises without passing multiple signs. Your representations are not considered a mitigating circumstance for appeal.

We confirm the Charge was issued under Schedule 4 of the Protection of Freedoms Act 2012. As no driver details have been provided, we are holding the registered keeper of the vehicle liable.

In light of this, on this occasion, your representations have been carefully considered and rejected.

We can confirm that we will hold the Charge at the current rate of £60 for a further 14 days from the date of this correspondence. If no payment is received within this period, and no further appeal to POPLA is made, the Charge will escalate and further costs may be added.'

How to respond for this pls?
