Broken fence

Options
So I have a communal fence which is broken. The factor company removed it and offered a cheaper way to do removal rather than replace. Price was not a huge difference but only have one quote. Usually they go ahead with repairs but this time choose to survey houses and seemingly most never wanted it replaced. Is this standard practice? Some people now use as a short cut but I guess any new fence could get broken again. What’s everybody else’s experience with factors I just assumed it was like for like replacement

     Its related to property in Scotland i think

    In Scotland, it's a property manager who manages a building etc. (Vaguely similar to a Management Company in England.)

    Our factors do what we tell them as we are paying them so if the majority did not want a replacement then no replacement.

    The factors work for the residents so will do what you tell them. 
    Sometimes work needs done as part of their contract so they will get quotes and go ahead. 
    If work needs done but it's optional they will survey everyone and go with the majority.

    So nothing I can do about the fence sadly. The roads are council I reported a paint spillage usually they clean up but it’s at a parking bay so there’s cars there most of the day so again I can’t seem to get it cleaned as they probably can’t see it. I am guessing people never wanted this fence replaced due to cost of living crisis or maybe some flats or houses are landlords and couldn’t care
