My car was scrapped by the council.

If the council have admitted their mistake and offered compensation, then they only have to offer the value of the vehicle at the time. They are not responsible for the difference between that value and the amount you owed to the finance company.
The court is unlikely to make them pay that difference as it would be betterment. I am assuming you didn't have any sort of gap insurance.
How much finance is left on the car if you paid off the £6k?1 -

You left it at the garage - inside the garage premises or sitting on the road outside the garage, or sitting on the road a distance from the garage premises?
How long was it sitting on the road before the council seized it.?
Unless it was causing an obstruction normally there would be a delay before they seized it.
If it was left for while without being moved and it had £5000 of body work damage on it it would certainly look as omit it had been abandoned.The fact that the council are offering you £6000 is because of their error. Without the error you would not get anything.
But they will not pay the value of the car without £5000 of damage on it. They will pay the market value of the car , in the condition it was at the time.
They have offered you the scrap value of the damaged car.0 -
The council will only pay the value of the car at the time they took it to be scrapped, not the amount left to pay on the finance, the outstanding finance doesn’t have anything to do with them, and the reason the car wasn’t worth its full value was due to the theft damage, which was not caused by the council, so they have no liability for this.
if you had kept up the insurance they would have paid for the theft damage, but as you didn’t unfortunately that’s now down to you.1 -
